Enable base fee for usage-based product offerings

Sellers offering usage-based pricing can now establish a base price that will be charged monthly regardless of usage (in addition to the usage-based charges).

In the Product Listings tab, click “Add new product listing” and in the payment settings, toggle on the base price setting and enter the monthly amount, in addition to the usage-based fee.
